...... The police department is an especially difficult business to create a strategic plan for. This is largely due to the fact that police departments, much like fire departments and emergency medical services, are used to reacting to things instead of preparing for things (Wallace, 1998). For example, when a call comes in, the police department reacts to that call and goes out help people who are in a dangerous situation or have been injured, or rescue anyone trapped inside a wrecked vehicle. By doing this, they are treating the symptoms of the problems in society but they are not treating the actual cause of the problem, which might be anything from an angry spouse to some random act of violence that had nothing to do with the injured person, to something else entirely. It is not possible to treat every cause, but there are things that can be done to help the community if the situation is analyzed
