......The concept of applying maturity models to the long-term effectiveness of consortia-based exchanges and Sector Procurement Collaboratives has followed a process-centric methodology over time (Sislian, Satir, 2000). These process-based approaches seek to define process capability and maturity from a systematic versus one that capitalizes on, and by showing process workflows, seek minimize strategic risk by optimizing interprocess coordination. An example of the type of framework that over time defines a maturity model is from the use of strategic sourcing as the key decision points throughout a series of procurement decisions. Figure 1, Decision Flowchart for the Strategic Sourcing Framework, provides a graphical representation of this type of process-based maturity model (Sislian, Satir, 2000)
